Section 28. Again it requires that no one pass sentence without a sufficient knowledge of the case. This was the sin of the priests and scribes who passed judgment on St. Stephen. The magistrates of Philippi furnish another example. They have beaten us publicly, says the Apostle, uncondemned, men that are Romans, and have cast us into prison; and now do they thrust us out privately.
